The verifier is planning to issue a verification report after 30 June 2015. The verifier has determined that the firm has not submitted the GIPS Compliance Form to CFA Institute. May the verifier issue the verification report?

No. The verifier must not issue the verification report as the firm is no longer in compliance with the GIPS standards. The firm must stop claiming compliance until the GIPS Compliance Form has been submitted to CFA Institute. Upon successful testing that the firm has met the notification requirement by the subsequent submission of the GIPS Compliance Form, the verifier may issue the verification report.
